What is the SARS online traveler declaration?

As part of its ongoing digital modernisation, the South African Revenue Service (SARS) has made the Online Traveller Declaration System mandatory for all international travel.

If you are entering or leaving South Africa by air, land, or sea, replacing manual paper forms with pre-travel digital clearance is now standard procedure. Here is a quick guide on what you need to know before packing your bags.

Who must complete it?

  • All South African citizens and residents travelling internationally.
  • Foreign visitors entering or departing South Africa.
  • Adults travelling with minors must complete a declaration on behalf of children or infants.

(Note: Passengers in direct international transit who do not clear immigration are exempt).

Key items you must declare

While standard personal belongings (like personal laptops and clothes) do not need to be declared, you must disclose:

  • Currency: Physical cash or bearer negotiable instruments exceeding R100,000 (or foreign equivalent).
  • Excess duty-free allowance: Goods exceeding the duty-free allowance limit (e.g., total new value over R5,000).
  • Commercial Goods & Samples: Items intended for trade, resale, or business use.
  • Prohibited or restricted items: Plants, animals, medicine, or restricted agricultural products.

How to complete your declaration

  1. Access the system: Submit your declaration via the SARS Traveller Management System website, the SATMS App, or through the SARS MobiApp.
  2. Submit pre-travel details: Complete the form up to 24 hours before departure or arrival. You will need your passport, travel itinerary, and itemised list of goods/currency to declare.
  3. Receive electronic pass: Once submitted, SARS emails a confirmation pass with clear customs instructions.
  4. Present at border: Save the pass on your mobile device or print a copy to scan at customs checkpoints.

Failing to declare goods or cash correctly can result in customs delays, administrative fines, or the seizure of undeclared assets. Pre-declaring ensures your border experience is seamless and fully compliant with South African exchange control and tax laws.
